Often, yes. Harris County Flood Control District rules ask most new development to hold back the extra runoff that new pavement and roofs create. The required volume comes from the site size and the drainage criteria your engineer uses. Small residential lots are sometimes exempt, and the county or city makes that call during plan review. We build the basin, the outlet structure and the outfall to the sealed plan. See detention and retention ponds.
The TCEQ construction general permit kicks in when a project disturbs one acre or more. Smaller lots are included when they are part of a larger common plan of development. That permit calls for a stormwater pollution prevention plan, a posted site notice and regular inspections. Houston sites also need erosion controls in place before the dirt work starts. Three things usually stack up here. The lot is flat, the clay soil drains slowly, and about 52 inches of rain fall on it every year. Water sits where there is no slope to carry it away. The fix is a mix of regrading, catch basins and a buried drain line to daylight. Standing water next to a slab is worth solving early, because wet and dry cycles move expansive clay. Start with yard drainage or French drains.
