Sugar Land, Texas
Unlike Houston, Sugar Land has zoning. There are 13 standard districts, plus a special Hill Area Residential district on the old company-town Hill with a 27-foot height cap. The city also requires a permit for many small jobs, including driveway or sidewalk repair, foundation repair, patios and pool-deck replacement. Plan review runs online only through the CSS portal at the Permits Office, 2700 Town Center Blvd. As a general contractor in Sugar Land, we read your district and your master-planned community rules before we price anything.
Much of Sugar Land sits on Brazos floodplain clay, such as the Brazoria and Pledger soils. These are smectitic clays, 60 percent clay or more. When they dry out, cracks can run 20 to 50 inches deep, and they swell shut when it rains. That yearly movement is hard on slabs, and many First Colony and Sugar Creek homes were built between 1968 and 1997. We start with the geotech report. Then we pick drilled piers or a post-tension slab.
Then there is the water. Nine levee improvement districts cover most of Sugar Land, with the Brazos River on the south edge and Oyster Creek running through the city. During Harvey the districts closed their outfalls and pumped rain out from inside the levees, and two of them were under mandatory evacuation. Atlas 14 rules now make you collect stormwater on your own lot and send it to a city collection point, and finished floors near Oyster Creek may have to sit higher. Our crews are self-performed and leave from north Houston, so we are on your Sugar Land site the same week you call.

It is filed online through the CSS portal with the Permits Office at 2700 Town Center Blvd. We pull the permit and set the inspections as part of the job.
Greatwood and New Territory have been part of Sugar Land since December 2017. Much of Riverstone is still ETJ, where Fort Bend County Engineering handles permits. In the ETJ a county development permit kicks in on any enclosed structure or slab of 400 square feet or more, big fill jobs, or work in the floodplain.

In the flood zone, yes, but the fill has to be mitigated and carry a no-rise certificate approved by the city Engineering Department. No fill or homes are allowed in the floodway itself. We handle the floodplain development permit alongside the building permit.
