Why We Know The Woodlands

There is no city hall to pull a permit from here. The Woodlands is unincorporated and run by the Township, so most outside jobs need two approvals. First is covenant approval from the Township's Covenant Administration at 2801 Technology Forest Blvd. Then comes a county development permit, from Montgomery County at 501 N Thompson in Conroe, or from Harris County if your lot is in Creekside Park. Each village also has a Residential Design Review Committee that meets monthly. As a general contractor in The Woodlands, we mark the outline of the work on your lot before the reviewer visits, because the standards require it, and we bid that review time into the job instead of finding out about it later.

The covenants set hard numbers that shape a concrete job. A driveway has to be concrete or masonry, asphalt is not allowed, and a two-car drive maxes out at 18 feet wide, or 21 feet with a decorative border. Any wider apron or extension needs approval first, against your lot's hard-surface cap. A retaining wall 3 feet 6 inches or taller needs plans sealed by a Texas engineer. And no living tree over 6 inches across can come out without written approval, with protective fencing around at least 75 percent of the drip line during the work. We plan the pour around the trees, not through them.

The ground is not Houston's Beaumont clay. Most of The Woodlands sits on the Lissie Formation, and the USDA soil survey maps it as sandy loam, mostly the Segno, Splendora and Boy series, with low shrink-swell. The real risk here is water, not swelling clay. Splendora soils hold a perched water table 15 to 28 inches down from December to April, and the poorly drained flats shed slowly. Spring Creek flooded Creekside Park hard during Harvey. So a concrete contractor in The Woodlands has to lead with grading, subgrade prep and drainage, and Montgomery County's 2025 drainage manual sets detention at 0.55 acre-feet per acre on sites over 20 acres, with a sliding rate on smaller sites. The county also wants drainage sign-off once a job disturbs more than 15,000 square feet. Who issues permits in The Woodlands?

There is no city permit office, because The Woodlands is unincorporated. You need covenant approval from the Township's Covenant Administration at 2801 Technology Forest Blvd, plus a county development permit. That comes from Montgomery County at 501 N Thompson in Conroe, or from Harris County for Creekside Park lots. We handle both before we break ground.

Can I put a metal shop or barndominium in my backyard?

Not on a Woodlands residential lot. The covenants cap a detached building at 120 square feet of floor area, and a metal one at 7 feet tall. We do steel and metal buildings here on commercial sites under the Township's commercial review, not backyard shops or barndominiums.

Can you remove trees for a new driveway or patio?

Only with written Township approval. Any living tree over 6 inches across, measured 2 feet above the ground, needs sign-off, and the Township may require a replacement tree. During the work, protective fencing has to cover at least 75 percent of each kept tree's drip line.

How wide can my driveway be, and can it be asphalt?

Concrete or masonry only. Asphalt is not permitted on a Woodlands driveway. A two-car drive maxes out at 18 feet wide, or 21 feet with a decorative border, and any wider apron or extension needs prior approval against your lot's hard-surface limit. We lay out the drive to that number before we form and pour it.

Is the soil here as bad as Houston clay?

Usually no. Most of The Woodlands sits on the Lissie Formation, and the USDA survey maps it as sandy loam that barely swells, not the Beaumont clay under much of Houston. The real problem is water: a seasonal perched water table and poorly drained flats. So drainage and subgrade prep come first, and a geotech report still sets the foundation design. If standing water has already shifted an older slab home, we fix the drainage and then do the slab foundation repair.

My lot is near Spring Creek. What changes?

Floodplain review kicks in within 100 feet of the floodplain in Montgomery County, with an elevation certificate. In Creekside Park, which is in Harris County, floors have to sit 24 inches above the 500-year flood elevation for a floodplain permit. In Harvey, Spring Creek flooded homes in Creekside Park's Timarron area, so we check the maps before we bid.
