Why We Know Baytown

Baytown is not Houston. It has zoning, and it has its own permit office. The Unified Land Development Code took effect on January 1, 2025, so the first thing we check is the zoning district on the city GIS map. Permits run through the Baytown Permit Center at 2401 Market Street on the CSS portal. If your lot is on the unincorporated Chambers County side, the permit comes from Chambers County in Anahuac instead. As a general contractor in Baytown TX, we pull the right one and book the inspections.

Under all of it is Beaumont Formation clay. It swells when it rains, shrinks when it does not, and it drains slowly. Baytown also has a history of sinking. Between 1906 and 1995 the area dropped as much as nine feet as industry pumped groundwater, and it took the old Brownwood subdivision with it. The Subsidence District was formed in 1975 and moved plants to surface water, and that largely stopped it. The clay did not go anywhere, so a geotech report, drilled piers or pier-and-beam still drive our foundation work here.

Then there is the water. Water borders the city on three sides, with Galveston Bay to the south and west and Cedar Bayou to the east. The land is flat. When Harvey came through, Cedar Bayou jumped its banks and flooded Milam Bend. So the flood rules are strict: in special and moderate flood zones the city sets the lowest floor at the 500-year elevation or 24 inches above base flood, whichever is higher. The city designs to a 150 mph wind speed, so we anchor steel and metal buildings to that. The part of Baytown east of Cedar Bayou is in Chambers County, which is in the state windstorm area. Our crews are self-performed and about 45 minutes away.

The part of Baytown east of Cedar Bayou is in Chambers County, and all of Chambers County is in that area. Lots there need TDI windstorm inspections and a WPI-8 to qualify for TWIA coverage. Either way, the city designs to a 150 mph ultimate wind speed, so we anchor steel and metal buildings and their roofs to that standard.

Is the ground in Baytown still sinking?

The Baytown area dropped as much as nine feet between 1906 and 1995 from groundwater pumping, and it took the Brownwood subdivision with it. The Subsidence District was formed in 1975 and moved Ship Channel industry to surface water, and that has largely stopped it. The soil is still Beaumont clay, so pier design and a geotech report still matter. If that clay has already cracked or dropped an older slab, we handle the foundation repair too.
